The one talked about here talks about Norton, which I never have had in a very long time. I tried all the other stuff first to no avail (drivers,services) When I turned off mouse trails it stopped the flicker….YES……!!!! but then I played bioshock Infiinte, which a GTX 980 should easily run...after 5-8 minutes checking my temps I was hitting about 80-82 Celsius...Is it me or is that a little From here, select System and then App & features from the left-hand navigation. why not try these out

I've since tried setting the power setting to "prefer maximum performance", the VSync to match the monitor refresh rate, and have also set the PhysX to "CPU" to no avail.
