It's not possible to have a system as truly usable as Windows 7 with UAC off (except to force UAC off in 8.x or 10 and shun the Apps entirely). For example, I have plugins I use for Adobe After Effects, and the simply need to be copied into the correct subfolders in the "program files" folder. As a last ditch effort, I'd boot from a Linux disc/USB and use the file manager.
Every time I reboot, it goes right back to the Read Only status.
